There are also some genuine rights that the disabled have as the individuals who have difficulties in adaptation to the communal living and in meeting the daily requirements and who need protection, maintenance, rehabilitation, consultancy and support services due to the reason that they have lost their physical, mental, pyschological, sensual and social abilities at various degrees for any inherent or post facto reason as well as the fundamental human rights. Within this framework, it is possible to apply to the following authorities as well as the judicial authorities and Human Rights Institution of Turkey in case of the infringement of the rights that the disabled have within the framework of the Constitution, the international conventions to which the Republic of Turkey is a party and other legislation.
